The Islamic Emirate of Afghanistan (I.E.A)

Position Paper Regarding I.E.A’s Recognition at the

At the United Nations

September 16, 1997.

  

His Excellency:

I have the pleasure to present my sincere compliments to your Excellency and thank you for your keen interest in Afghanistan. Let me present your Excellency with the following facts about my government:

Last year, the newly-established Islamic Emirate of Afghanistan under the leadership of Taleban Islamic Movement of Afghanistan designated Abdul Hakeem Mujahid as a Permanent representative of the Islamic Emirate of Afghanistan to the United Nations through official letters of credence dated Dec.8, 1996 signed by His Excellency Mullah Mohammad Omar Mujahid, Leader of the Islamic Emirate of Afghanistan. Following this, the Islamic Emirate once again introduced him in the same position to the Secretary General, through two separate official letters dated May 31, 1997 signed by His Excellency Mullah Mohammad Rabbani Akund, Head of the Taleban Government in Kabul.

The letters also contained a request for the transfer of the Afghanistan’s seat at the United Nations to the Islamic Emirate of Afghanistan. The Head of the Islamic Emirate had further requested the Secretary General to forward the letters to the Credential Committee for its objective and impartial consideration. So far, the legitimate request of the Islamic Emirate of Afghanistan has not been met and the personal representatives of Rabbani are still holding the Afghanistan’s seat at the United Nations.

This has given the Rabbani regime the justification to present them as legitimate government and hide their crimes of looting and killing of innocent people in Afghanistan from the eyes of the world. Moreover, their presence at the United Nations has also provided them bloodshed in the country. In fact, it is non-existent government, which has neither a Prime Minister nor a cabinet. Besides this, it does not hold a permanent seat of administration inside Afghanistan.

The Rabbani and his allies even do not have swayed over 10% of the territory because it is divided among the different armed factions of the so-called northern alliance. Legally, they do not meet the qualifications necessary for recognition by the United Nations. Here, we summarize some of them as follows:

  1. The Islamic Emirate of Afghanistan under the leadership of Taleban
  2. Islamic Movement of Afghanistan has the unequivocal majority support

    of the Afghan Muslim Nation.

  3. The Islamic Emirate of Afghanistan has restored peace and security in 95% of the country, ending the anarchy and corruption of the former Rabbani Regime.

3- The I.E.A has restored territorial integrity of the country and is able to

protect its sovereignty.

 

  1. The I.E.A has established a judiciary system in the country to provide
  2. for all citizens regardless of any sectarian, lingual, ethnic and religious

    discrimination.

  3. The I.E.A controls all land ports and major cities of the country and has ability to protect its geographical borders.
  4. The I.E.A has maintained security of life and property for all expatriates in areas under its control and provided conducive environment for their legal activities.
  5. Similarly, at the international level, the Islamic Emirate of Afghanistan adheres to all international norms and principles and is determined to have friendly relation with all countries of the world including its adjacent neighbors, based on the principles of mutual respect and non-interference.

 

To provide you with more information in this regard, I am sending you a copy of the Position Paper, touching on the legitimacy and the accomplishments of the Islamic Emirate.   1. Last year’s U.N Inaction has led to further bloodshed and suffering in Afghanistan.
  2. Immediately, after the liberation of Kabul from the corrupt and commander-based Rabbani regime in September 1996, the Islamic Emirate of Afghanistan, under the leadership of the Taleban Islamic Movement (TIMA), sent a petition to the U.N, asking the world body to give Afghanistan’s seat to the representative of the new Emirate. Regrettably, the U.N failed to respond positively to this legitimate request of the I.E.A.

    Because of this inaction on the part of U.N, Rabbani and his warlord Ahmad Shah Masood have presented themselves as a legitimate government of Afghanistan. They have continued that they’re war mongering in a few areas, including the Parwan Province, north of the Capital. This has resulted in the killing of thousands of civilians and inflicting a great amount of destruction on the cities and villages. The killing, looting, raping, torturing, and kidnapping of defenseless and innocent people are all normal daily activities in the eyes of the so-called northern alliance militia. Is this kind of conduct the world body expects the government of a member country to show in order to make it eligible for having the UN seat? The UN seat is, regrettably, used to legitimize the cutthroat regime and hide its inhuman face from the eyes of the world's public opinion.

    In a letter to the editor of the Washington Times, on August 6, 1997, Bruce Richardson, the author of "Afghanistan, Ending the Region of Soviet Terror", describes Masood's war conduct with the following words: "Not only is Ahmad Shah Masood largely responsible for the destruction of Kabul, with incessant bombing, artillery and rocket barrages, but also for rape, looting (including Afghanistan's priceless artifacts) and privation which became a daily occurrence. Unspeakable crimes, including torture, sexual assault on women and young boys, political detainment, (forced) conscription, murder and forced eviction were common place in Kabul. Corroborating reports of these crimes and other attendant events are available from print and electronic media sources and a multitude of US and other government sources as well. This and a large number of other reports including the 1996-country report of the US State Department, show the true face of Rabbani and his defunct regime, guilty of horrific war crimes against Afghan civilians.

    The extensive looting, the militia of the so-called northern alliance carried out in the city of Mazar-e-Sharif in the recent fighting is an eye-opener for all the world and the UN in particular. Armed gangs of the opposition militia ransacked all offices of aid agencies, stealing cars, computers and even bathroom fittings. "The United Nations World Food Program lost everything" according to Reuters news agency report on 11 September, 97. Other aid agencies also lost their equipment, vehicles including satellite telephones and walkie-talkies. News reports from Mazar-e-Sharif are full of the stories of the heavy looting perpetrated by the opposition militia. The loss is reported to be running into millions of dollars.

    Tragic stories of the same nature--- looting and killing of innocent people-- had been repeated by the two opposition militia in Kabul, Jalalabad, Qandahar and Kunduz provinces before these provinces were captured by the Taleban Islamic Movement of Afghanistan to restore peace and security there. However, all these crimes by the opposition militia not withstanding, the ironic side of the matter is that they are illogically put forward by some circles as a legitimate rulers of Afghanistan and they are still recognized by the United Nations as a representative government of the people of Afghanistan. It is certainly an injustice and indifference to the aspirations of the Afghan people.

  3. UN should take into account the present realities in Afghanistan.

The United Nations, if it wants to be just toward the Afghan issue, must take into account the present realities in Afghanistan, which should form the criteria for judgement to decide who are eligible to represent Afghanistan. Similarly, deciding about the Afghanistan's seat, the United Nations is expected to pay attention to the aspirations of the Afghan people who have willingly and practically given their mandate to the Islamic Emirate of Afghanistan through their support It is very disappointing and surprising that the Islamic Emirate of Afghanistan still awaits recognition by UN whereas 90% of the territory of Afghanistan including all border lane ports and major cities of the country are currently are embodied in the Islamic Emirate of Afghanistan which none can logically deny. Yet, the opposition, controlling simply 7% of the territory and having no support of majority of Afghan people, has been given recognition in the United Nations to represent Afghanistan. It would be against fair-play that foreign interests should determine that who must have the Afghanistan seat in the UN-- regardless of the "ground realities" existing in Afghanistan.

It does seem more just and rightful that those who have brought security to this hold the seat of Afghanistan in the UN war-torn country and have majority support. Moreover, have the power to maintain security in future and aspire to serve the common people of Afghanistan. The Islamic Emirate of Afghanistan has practically shown that it is able to accomplish what was/is the dire need of the people of Afghanistan--- restoration of peace, security and rehabilitation of this war-torn country.

The task seem daunting even to international organizations like U.N.O. and O.I.C prior to the emergence of the Taleban Islamic Movement of Afghanistan.

The following are some of those spectacular achievements achieved by the Islamic Emirate of Afghanistan:

  1. Restoration of Peace and Security in 90% territory of the Country.

None can deny the achievements of the Islamic Emirate of Afghanistan in putting an end to all kind of commander-based atrocities in the areas under its administration and collecting arms from all irresponsible commanders who killed, tortured, maimed and looted their people. Moreover, the Islamic Emirate of Afghanistan has also introduced a comprehensive judicial system in the country to protect the private property, rights as well as all other rights of individuals and maintain their safety. Every citizen is entitled to defense of his or her rights through the proper legal channels. This accomplishment carried out by the Islamic Emirate of Afghanistan was never known during the Rabbani regime.

As a main priority, the Islamic Emirate of Afghanistan has restored peace in 90% of the country, dismantling the trigger-happy commanders. This has made possible movements of people from one city to another and trade activities have un-precedently increased. Meanwhile, the so-called Rabbani administration has not taken arms from the murderers, looters and could not restore security in the areas under their control. On the contrary, they have killed and perpetrated looting and raping, committing unforgivable crimes against their own people and country.

B - Establishment of One Administration.

The Islamic Emirate of Afghanistan has established administration in two-thirds territory of the country, controlled from a sole command in the capital city of Kabul. In contrast, the Rabbani administration, which is made up of divisive elements, have formed a fragile alliance among them, characterized by different leaderships and diverse spheres of control. Similarly, rived by rivalries over the sphere of their fiefdoms, they maintain separate armed forces, which are constantly involved, in armed clashes among themselves. Presently, the so-called northern alliance has created the same chaos and anarchy, which they formerly brought about in Kabul. The city of Mazar-e-Sharif is now divided among warlords of different armed factions. Some of them control one part and others control another part of the city. Recently, armed clashes have reported among them in Samangan, Mazar-e-Sharif, Jozjan and Faryab provinces.

  1. The Islamic Emirate of Afghanistan enjoys Majority Support.
  2. The Islamic Emirate of Afghanistan, its areas of administration, has obtained peace and security thanks to the free will cooperation and support of the people of Afghanistan. The extensive 90% area of Afghanistan, which is controlled by the Islamic Emirate of Afghanistan, consists of vast mixture of Pashtun, Tajik, Hazara, Uzbek, Turkmen and Pashayee people. By contrast, because of the cynical and inhuman past and current activities of the Rabbani administration, they have failed to gain unanimous support even of their own Tajik ethnicity. They have had frequent encounters with Uzbek, Hazara, and Pashtun ethnic groups of Afghanistan. Almost sixty thousands people in the city of Kabul were killed during the internal factional war in Kabul.

  3. Establishment of a Judiciary System.
  4. The judicial and administrative system introduced by I.E.A in the country is based on the constitution of King Zahir Shah’s era. Only the chapter, touching upon the status of King, has been removed. Looking at the opposition, we find them without any administrative framework and system, rampant with corruption and anarchy. They are a collection of murderers, looters, and rapists making up a fragile alliance with separate small administration and different foreign masters. The current bloodshed and atrocities in Afghanistan, which they have been continuing, is instigated on the order of their foreign masters. In fact, they do not respond to the needs of the people. All they desire is to prolong their power at the expense and well being of the common people.

  5. Protection of National Wealth.
  6. The Islamic Emirate of Afghanistan has protected national wealth and resources; has worked out plans for the rehabilitation and development of the country i.e. the construction of a gas pipe line through territory of Afghanistan and the exploration and extraction of mines and other natural resources.

    Upon capturing Kabul, the Islamic Emirate of Afghanistan dismantled the communist-style restrictions on economic activities, lowering and trade tariffs. Moreover, it supports the activities of U.N agencies and NGO’s for rehabilitation and development in Afghanistan.

    The Rabbani Administration, during its tenure, looted all national wealth like banks, museums and custom duty reserves. Also, it printed fake currency notes and fake passports, causing tremendous loss to the country. Currently as the construction of the gas pipeline is being planned through the territory of Afghanistan, the Rabbani Administration issues threats to disrupt its construction. It also warns that it would destroy all other transit highways of Afghanistan. Thus, it does try to massacre our people economically and at the same time panders to the Iranian and Russian interests.

  7. Removal of Arbitrary Tax Checkpoints.
  8. The Islamic Emirate of Afghanistan has ended all checkpoints erected by irresponsible commanders where they looted people and harassed women sexually. The Islamic Emirate of Afghanistan has protected the dignity and honor of the people while the honor and dignity of people living in the areas controlled by Rabbani and his allied forces are exposed to the same atrocities of the commanders. The commanders of Rabbani and the so-called northern alliance were/are fully involved in the killing and looting of people and raping of women. Recently, Maulavi Abdul Qadoos, former governor of Samangan province and three members of his family have been killed, as well as hundreds of other common residents as a result of inter factional clashes in Mazar-e-Sharif.

    G- Provision of Utilities for the People.

    When the Taleban Islamic Movement of Afghanistan captured the capital city of Kabul and announced a lawful government there, since then, they have completely maintained the security of the people of Kabul and provided drinking water, electricity, commuting, foodstuff and other basic health facilities. It has delivered the people of the Kabul from the daily rockets fired by the war-mongering factions. Tens of rockets would then pound the city every day, killing hundreds of people, and driving hundreds of thousands of them from their homes. There was no security in the time of Rabbani in Kabul, no electricity and drinking water as well as other public services.

  9. Establishment of Accountable Bureaucracy.
  10. The leaders of the Islamic Emirate of Afghanistan are the very example of piety and austerity politically and financially. Many of them do not own even residential houses while the war-mongering commanders and members of Rabbani administration possessed airlines purchased by the money gained through embezzlement and illegal collection of tolls.

    For example: Masood possessed Pamir Airlines, Khalili possessed: Bamiyan Airlines and Dustam possessed Balkh Airlines etc. The money that purchased these airplanes was squeezed out of the miserable people of Afghanistan.

    Elimination of corruption is one of the main priorities of the Islamic Emirate of Afghanistan. To give a clean government to the people, the Islamic Emirate of Afghanistan is making efforts to establish a credible and accountable bureaucracy based on the percepts of Islamic Sharia. It aims at reforming the administration and eliminating corruption and nepotism at government offices.

  11. Equal Status of all Ethnicities Under the Law.
  12. The Islamic Emirate of Afghanistan follows a policy of equality among all ethnic and religious groups without any racial, lingual or religious discrimination, contrary to the policy of the communist and Rabbani regimes. All Afghans are equal in the eyes of Law. Practically, the Islamic Emirate of Afghanistan has embraced in its rank persons from all ethnic backgrounds who are currently working as ministers and members of the High Council.

  13. Safeguarding Human Rights.

 

The I.E.A has been making efforts within its capacity for the protection of human rights. It has set free thousands of POWs from Uzbek, Tajek, and Hazara ethnic groups unilaterally, providing them with money as fare for their travel to their homes. Similarly, the government provides food, clothing and even education facilities for prisoners in the country. We have ended torture in prisons and all international organizations are followed periodically to visit the prisoners. On the contrary, prisoners held by Rabbani and its alliance are massacred collectively, tortured frequently, ill treated and are dying because of mal nutrition and other diseases. For example, the so-called northern alliance killed 95 prisoners of the I.E.A in Mazar-e-Sharif. In order to hide their crime, they announced these prisoners were killed by bombardment of Taleban planes on Maimana, the provincial capital of Faryab Province. They claimed Mullah Mohammad Ghous, Foreign Minister of the Islamic emirate of Afghanistan. Mohammad Mansoor was also wounded among them as a result of the bombardment. Actually Mullah Mohammad Ghous was not under their detention but was given refuge by local people in Mazar-e-Sharif who safely escorted him to Kunduz to proceed to Kabul. According to mass media reports 1600 prisoners under the control of Masood Forces are dying from malnutrition and other diseases particularly tuberculosis. However, the bitter reality is that the prisoners are constantly forced to heart physical labor and tortured regularly.

 

J- Protection of women’s rights within the Afghan and Islamic traditions.

The Islamic Emirate of Afghanistan has made efforts to safeguard the rights of women in accordance with the Afghan traditions and within the Islamic framework. It has restored women their dignity and safety. Those women who were employed by the former regime without any need for their employment in the offices—and some of whom were used just for the sexual entertainment of bureaucracy—have been relieved from their duties. Their salaries are paid to them and their homes regularly. But those, whose work was really needed, they are still retaining their jobs.

As to the education of girls, we would like to say that the Afghan people do not trust the Communist style curriculum and education. They are fed up with this style of education. The I.E.A intends to restart girls education in accordance with the Islamic regulations and the Afghan traditions, in view of the feelings of the people, after constructing separate buildings for boys and girls and compiling a new curriculum. The I.E.A is committed to providing to women opportunities for their social, educational, economical and political development.

  1. Controlling Narcotics.

The Islamic Emirate of Afghanistan has taken drastic steps for the control of narcotics. Trafficking, use of drugs and its production are severely prohibited. Those found guilty are heavily punished according to the state law. A commission has been set-up with the UN Drug Control Department to put an end to poppy cultivation in Afghanistan and to provide substitute crops as well as small projects for the farmers. The cultivation of cannabis and hemp has been ended because it was cultivated on small scale in Afghanistan. It is expected that these efforts will bring in fruitful results.

We are ready to help the international community wipe out drug trafficking because the tenets of Islam enjoin on us preventing cultivation, selling and use intoxication, what so ever.

 

L- Opposing all kind of Terrorism.

The Islamic Emirate of Afghanistan is against all kind of terrorism and has taken practical steps in this regard. The paramilitary training camps, which existed during the Rabbani regime, have been closed down. We are ready for cooperation against terrorism at the international level.

M)- Willingness to Establish Friendly Relations with all countries based on Mutual Respect and Non-interference.

The Islamic Emirate of Afghanistan wants friendly relations with all those countries of the world who are not pursuing enmity against the Islamic Emirate of Afghanistan; who respect the territorial integrity and Islamic and national sovereignty of Afghanistan. The Islamic Emirate of Afghanistan does not want to interfere in other countries internal affairs and does not want others to interfere in the internal affairs of Afghanistan.

N)- Following Policy of Non-Interference.

The Islamic Emirate of Afghanistan wants good relations with all neighboring countries—Pakistan, China, Tajikistan, Turkmenistan, and Iran— on the basis of Islamic and international laws. And on the basis of non-interference in each other domestic affairs. The Islamic Emirate of Afghanistan has practicality shown this through goodwill gestures to its neighbors and has proved itself as a reliable and trustworthy neighbor. The Islamic Emirate strictly abstains from any hostile or provocative military and political action against neighboring countries.

Unfortunately some of our neighbors have unilaterally been mettling in our internal affairs, providing logistical aids to the opposition forces of the Islamic Emirate of Afghanistan. This policy on the part of some of our neighbors is certainly contrary to the Islamic and international laws.

O)- Adherence to U.N Norms and Principles.

We would like to mention that the Islamic Emirate of Afghanistan respects the UN charter, norms and principles in accordance with the Islamic regulations and Afghan traditions and go by these laws accordingly. we believe in peaceful solution of problems. Recently, the Islamic Emirate of Afghanistan has set up a commission between the Islamic Emirate and the UN to work out to solution to all Controversial was so issue. It will be a good start to clarify misunderstanding, if any, about the Islamic Emirate of

Afghanistan.

P)- Helping all Peace-making Efforts by UN and O.I.C.

The I.E.A has shown a hearty welcome to both the past and present peace making efforts by the United Nations, the Islamic Conference Organization and other friendly countries. The Islamic Emirate of Afghanistan appreciates these efforts on the part of this August world by the and with key providing all facilities within its capacity to make this mission a success.

Q- The I.E.A of Afghanistan-- the legitimate Government of the Afghan people.

The I.E.A draws its strength, legitimacy, and the right of representation directly from the people of Afghanistan. Its rule and administration are willingly accepted and supported by people of Afghanistan in over ninety percent of its territory. The remaining 10 percent of the Afghan territory is held hostage by groups of militia forces supported and kept alive by foreign powers, including the Russian Federation, its regional satellites and Iran. In spite of horrendous difficulties put on its way by the will forces of corruption and sedition, since its inception, the I.E.A has made considerable progress towards the achievement of its main which is restoration of peace, security and unity at the National level and preservation of Afghanistan is territorial integrity and national interests at the international level.

3- UN should Recognize I.E.A and stop Foreign interventions in Afghanistan.

The United nations as a just in august world body is expected to recognize the Islamic Emirate of Afghanistan because I.E.A represents the real aspirations of the Muslim people of Afghanistan and also to stop the foreign interventions in this war shattered country by Moscow, Tehran and their satellites.

It is well known to a great number of people that the continuation of the current internal war in Afghanistan by the opposition militia is not based on the will of the people of Afghanistan. Rather it is going on because of the generous and all-sided aid to the opposition by Moscow, Tehran and their satellites.

The Russian president, Boris Yelsin, has earmarked an impressive chunk of the Russian budget fund sabotage activities by the opposition militia in Afghanistan. Likewise, Moscow has delivered long-range "Luna" missiles to the so-called northern alliance following the Russian president special advisor, Yuri Baturin's meeting with Ahmad Shah Masood in Panjsher valley.

Moreover, the Russian Federation with the full consent of the government of Tajikistan has put the Kulyab air base inside the territory of Tajikistan at the disposal of the opposition militia. From there, their plans are taking off the bomb positions of the Armed Forces of Islamic Emirate of Afghanistan. the era bases also equipped with the workshop and a training station where aircrafts are serviced and new pilots belonging to the opposition are trained.

Recently, the interference intestified more than ever during the battles of Mazar-e-Sharif, with planes flying sorties directly from Tajikistan, targeting Armed Forces of the Islamic Emirate and the civilians in Kunduz and Mazar-e-Sharif.

Iran is not lagging behind in this inhumane competition. To prolong the bloodshed and Afghanistan, Tehran has practically established training camps for the opposition militia inside the Iranian territory, near the western borders of Afghanistan. The I.E.A has also captured cache of mines, explosives and various weapons given by Tehran to the opposition.

It is constantly funding the operations of the rebel militia aimed at destabilizing the Islamic Emirate of Afghanistan in order to game political and economic benefits from the prolongation of the internal war of Afghanistan as follows:

a) the continuation of the internal war will disrupt the construction of the proposed pipeline through the territory of Afghanistan so that it will eventually be built through the soil of Iran.

b) Tehran will secure a loin share in the would-be set-up in Kabul for the Shiite faction of Hezbe-Wahdat so that Tehran may have certain policy influence on any future Government in Kabul.

It is because of these foreign vested interests and goals that the opposition militia and Afghanistan fight the proxy war at the expense of the Afghan Muslim people.

 

 

4- The UN help put an end to War-Mongering in Afghanistan.

 

Based on a multitude of published and unpublished assessments and the reasons given above there remains no doubt that Rabbani and his militia-based allies do not and cannot represent Afghanistan and its people. Thus, it is the moral obligation of the UN to finally to put an end to the injustice done to the Afghan people so far.

 

it is evident that the longer the world community denies Afghans the right of self determination, the larger the threat will be of the Afghan unrest spilling over into its neighboring countries.

 

What Rabbani and his allies, despite their tactical denials, have in mind for the future, represents a complete recipes for chronic war and instability, designed to engulf the whole region. But a peaceful and united Afghanistan under the Taleban leadership will undoubtedly the provide a strong pillar for the noble purpose of building and preserving peace and tranquility in the region, and even in the world.

 

The Islamic Emirate of Afghanistan believes that there exists no lawful and legitimate reason whatsoever for the United Nations to allow the personal representatives of Rabbani to occupy the Afghan seat at that organization. Therefore, the Islamic Emirate of Afghanistan respectfully asks His Excellency the Secretary General of the United Nations, and the Honorable members of the UN Credentials committee, to transfer the Afghan UN seat to the designate permanent representative of Islamic Emirate of Afghanistan led by T.I.M.A. Further delay in this regard will unnecessarily prolong the war in Afghanistan, by giving the militia forces of Rabbani and his allies the political excuse and justification that they have been shamefully using to resist a peaceful settlement, and to continue their destructive political attitude and war-mongering the ring activities. Last but not least, it should be brought to your Excellency's attention that the presence of Rabbani's representatives in the UN not only prolongs bloodshed and a misery of the Afghan people but it also, without any doubt, detrimental to the credibility of the UN as a just an independent world forum.

 

The United Nations is not expected to be a contributing factor in causing and prolonging human suffering.
